Health, Education & Opportunity

Provide truly free maternal and child healthcare for pregnant women and all children up to age 16 including drugs.

Provide truly free public education, including books and examination fees, through senior secondary or technical college.

Provide one nutritious daily school meal for every child enrolled in a Lagos State public school.

Provide free public transportation for Lagos State public school students that need it on all school days.

Establish at least 40 modern technical and vocational schools across Lagos State.

Double the current budgetary allocation to Health and Education to a combined 28% from the current level of less than 14%.

Affordable Housing

Deliver at least 150,000 new low- and middle-income housing units within four years.

Introduce Rent-to-Own housing units on a large scale for low- and middle-income Lagosians.

Designate Ikorodu, Ibeju-Lekki, Epe and Badagry as Priority Housing Development Zones (PHDZs). Fast-track improved transport and infrastructure links to these zones.

Review the Management of Lekki Free Trade Zone which is currently contracted to Lekki Worldwide Investments Limited, to ensure accountability, transparency and public interest. Subject its activities to the Physical Planning oversight of LASG for cohesive City Planning Purposes.

Designate or re-designate 20% of Lekki Free Trade Zone Area (Approximately 3,000 hectares) for Low and Medium-Income Housing and related Development.

Establish the Lagos State Mortgage Liquidity Support and Funding Agency to rapidly and significantly expand availability and access to long-term mortgages.

Accelerate physical planning approvals processes introducing digital tracking, monitoring and reporting to improve transparency and reduce the time and cost of building in Lagos.

Introduce whistle-blowing and enforcement procedures to deal with illegal Agency and Legal Fee racketeering.

Public Transportation

Replace minibuses on major routes by deploying large numbers of modern LAMATA high-capacity buses while transitioning transport workers and preserving livelihoods.

Connect the Red and Blue Lines and rapidly expand the capacity and use of Lagos rail to and from the newly-designated Priority Housing Zones (PHDZs).

Introduce a convenient, cost-effective One-Fare system across Lagos rail, bus and public ferry services.

Re-invigorate, decentralize, fund and staff the Lagos State Public Works Corporation to maintain an effective road maintenance operations base in every Local Government across the state that will quickly identify and repair deteriorating roads.

Establish a LAMATA Transport Academy to train transport workers and other Lagosians to staff, operate and maintain the State’s modernized transport system.

Environment & Basic Services

Provide every household in Lagos with access to water either directly to the home or through communal access points.

Commission an immediate audit and technical study on the State of Lagos State’s drainage and flood control infrastructure.

Identify and implement a drainage de-bottlenecking and waste-water control rapid intervention programme to address the key chokepoints identified as causing flooding in Lagos.

Establish Lagos State Independent Wetlands and Coastal Protection Commission to protect, regulate and restore Lagos’s natural drainage capacity and coastline.

Immediately make significant direct investments in new equipment and infrastructure for collection, accumulation, transportation, transfer and processing of waste. Substantially expand recycling and recovery. Execute on waste to energy.

Jobs & Small Businesses

Enable creation of at least 500,000 jobs in the construction value chain, transportation, education, health, industry, commerce, agro-allied and waste-processing sectors.

Crack down on unauthorised levies and introduce one transparent schedule of charges for businesses.

Create the office of the small business ombudsman (SBO) with inspectorate function and powers.

Provide Tax rebates for low-income workers and Employment tax credits for small business employers.

Invest in public safety and emergency response through better lighting, surveillance, ambulances, fire and disaster services, telecoms equipment and control room infrastructure.

Honesty & Accountability in Government

Vigorously enforce the code of conduct for public officers. Strengthen inspectorate, audit and oversight functions and powers. Diligently identify and sanction misconduct. Prosecute criminal breaches.

Review all major existing Public Private Partnerships, concessions, public contracts and binding MOU's between private entities and LASG.

Review public-sector salaries, benefits and privileges to ensure that remuneration for serving officers at all levels is reasonable and competitive but not excessive.

Restrict permanently assigned official vehicles to no more than two per serving public officer at all levels up to and including the Governor.

Commission an independent review of all former governors' and other political appointee post-service benefits with full public disclosure. Amend or discontinue any that are excessive or contrary to the public interest.
